The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. This contribution honours the memory of Hans- Georg Gadamer from a theological perspective. A first section reflects on the complex and often ambiguous nature of his relationship with theology and theologians, and with issues of faith and religion. Anecdotes and biographical information point to the seeming lack of interest, at least in contemporary theology, reflected in his work, but also to the warm reception that he continued to receive in theological circles, both with regard to his person and his work. A second section briefly illus trates how his description of the hermeneutical conversation is practically demonstrated in what is called ecumenical hermeneutics, and how many of the notions and convictions of contemporary hermeneutical theory have indeed become common in these circles. The official study document A Treasure in Earthen Vessels. An Instru ment for an Ecumeni cal Re flection on Hermeneutics (1998, Faith and Order Paper No. 182) of the World Council of Churches is used to illustrate this. A third and final section underlines some of the formal similarities between this form of ecumenical hermeneutics and Gadamer's self- understanding of his own life project. It is argued that, whether his impact on the ecumenical church was direct or indirect, the matter-of-factness with which present-day ecumenism uses hermeneutical categories and convictions underscores Gadamer's own insight that “theologians see in my work a confirmation of their own needs.” S. The language of manuals may be used to discuss inference in measurement in a general experimental context. Specializing to the context of the frame manual for Hilbert space, this inference leads to state dominance of the inferred state from partial measurements; this in turn, by Sakai's theorem, determines observables which are described by positive operator-valued measures. Symmetries are then introduced, showing that systems of covariance, rather than systems of imprimitivity, are natural objects to study in quantum mechanics. Experiments measuring different (...) polarization components simultaneously are reexamined in this language. Finally, implications of the Naimark extension theorem for the manual approach are investigated. (shrink)

I distinguish two claims about human ‘dominion’ over nature: (1) Humans have the right to supervise, manage, and direct the rest of nature; (2) Humans have a special value, superior to the rest of nature. I discuss some ways of rejecting either or both claims, and point to some surprising consequences of such rejections. Then I compare the ways in which Aristotelianism and sentientism might try to keep hold of both claims. This produces two surprising and unwelcome results for sentientism, (...) and one surprising and welcome result for Aristotelianism (namely, an alliance with Kantianism). And God blessed them, and God said unto them, Be fruitful, and multiply, and replenish the earth, and subdue it: and have dominion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth. This paper is written in an analytic style, but it is meant to deprive analysis of an important prop. The title needs a short introduction. The mistake is to take ‘real’ as governed in its separate uses by criteria; and this paper is meant to show that this is a mistake and that Ausin makes it. In the course of the argument I try to develop my own account and, although I am not altogether satisfied with it, the result gives (...) something to build upon. I believe the mistake is by no means confined to Austin, but that it is connected with a particular conception of philosophy. (shrink)

The physician-patient relationship has changed over the last several decades, requiring a systematic reevaluation of the competing demands of patients, physicians, and families. In the era of genetic testing, using a model of patient care known as the family covenant may prove effective in accounting for these demands. The family covenant articulates the roles of the physician, patient, and the family prior to genetic testing, as the participants consensually define them. The initial agreement defines the boundaries of autonomy and benefit (...) for all participating family members. The physician may then serve as a facilitator in the relationship, working with all parties in resolving potential conflicts regarding genetic information. The family covenant promotes a fuller discussion of the competing ethical claims that may come to bear after genetic test results are received. (shrink)

Multiple -conclusion logic extends formal logic by allowing arguments to have a set of conclusions instead of a single one, the truth lying somewhere among the conclusions if all the premises are true. The extension opens up interesting possibilities based on the symmetry between premises and conclusions, and can also be used to throw fresh light on the conventional logic and its limitations. This is a sustained study of the subject and is certain to stimulate further research. Part I reworks (...) the fundamental ideas of logic to take account of multiple conclusions, and investigates the connections between multiple - and single - conclusion calculi. Part II draws on graph theory to discuss the form and validity of arguments independently of particular logical systems. Part III contrasts the multiple - and the single - conclusion treatment of one and the same subject, using many-valued logic as the example; and Part IV shows how the methods of 'natural deduction' can be matched by direct proofs using multiple conclusions. An extensive literature overlapping economics, statistical decision theory and finance, contrasts expected utility [EU] with the more recent framework of mean–variance (MV). A basic proposition is that MV follows from EU under the assumption of quadratic utility. A less recognized proposition, first raised by Markowitz, is that MV is fully justified under EU, if and only if utility is quadratic. The existing proof of this proposition relies on an assumption from EU, described here as “Buridan’s axiom” after the French philosopher’s (...) fable of the ass that starved out of indifference between two bales of hay. To satisfy this axiom, MV must represent not only “pure” strategies, but also their probability mixtures, as points in the (σ, μ) plane. Markowitz and others have argued that probability mixtures are represented sufficiently by (σ, μ) only under quadratic utility, and hence that MV, interpreted as a mathematical re-expression of EU, implies quadratic utility. We prove a stronger form of this theorem, not involving or contradicting Buridan’s axiom, nor any more fundamental axiom of utility theory. (shrink)

A probability forecast scored ex post using a probability scoring rule (e.g. Brier) is analogous to a risky financial security. With only superficial adaptation, the same economic logic by which securities are valued ex ante – in particular, portfolio theory and the capital asset pricing model (CAPM) – applies to the valuation of probability forecasts. Each available forecast of a given event is valued relative to each other and to the “market” (all available forecasts). A forecast is seen to be (...) more valuable the higher its expected score and the lower the covariance of its score with the market aggregate score. Forecasts that score highly in trials when others do poorly are appreciated more than those with equal success in “easy” trials where most forecasts score well. The CAPM defines economically rational (equilibrium) forecast prices at which forecasters can trade shares in each other’s ex post score – or associated monetary payoff – thereby balancing forecast risk against return and ultimately forming optimally hedged portfolios. Hedging this way offers risk averse forecasters an “honest” alternative to the ruse of reporting conservative probability assessments. (shrink)
